AHRC New York City provides Fiscal Intermediary services to people who wish to Self-Direct their services.

Self-Direction is available to people with intellectual & developmental disabilities 5 years and up, living in all boroughs of New York City.

Self-Direction provides a person with Budget Authority. Budget Authority enables people to decide the mix of supports and services that work best for you, how and when they are provided, and the staff and/or organizations who provide them.

Self-Direction also provides a person with the option to choose to self-hire their staff, which is called Employer Authority. The person hires, schedules and supervises the staff who support them. They determine the activities that will be supported and the way that support will be provided. Services are provided to the person by agency staff under a co-employment model. In a co-employment model, the person can choose to hire staff, train staff regarding their interests, monitor and provide feedback to staff, and end staff services if they are not consistent with the person’s expectations. If a person chooses to self-hire their staff, they gain Employer Authority and determine the compensation of those staff.

Self-Direction includes HCBS waiver supports, NYS funded supports, and/or natural and generic community supports​.

  • Start-up/Support Broker​
  • Fiscal Intermediary (FI)​
  • Circle of Support​
  • Intro to Self-Direction Session proof of attendance from OPWDD
